Pillsbury spent more than two years advising the City of New York in examining alternative threat scenarios and developing detailed procedures in case of an emergency, including terrorism events (e.g., biological and radiological attacks). This includes a review of emergency plans against federal, state and local laws to ensure the City has adequate legal authority for all operational plans. Pillsbury's approach has since been recommended for all local and state governments by President Obama's National Infrastructure Advisory Council. 

In addition to our work with the City of New York, Pillsbury also has direct experience in working with clients on insurance coverage matters arising from terrorism events. This includes the representation of United Airlines and a major financial institution, in two separate matters, in prosecuting insurance claims for property and business interruption coverage stemming from the Sept. 11, 2001, terrorist attacks.
